^That's the idea. We had sort of a similar poll some time ago on whether Capital Punishment should be abolished altogether and most participants voted 'NO' because they believe that 1. Laws differ based on society 2. Severe punishments will keep people from committing crimes of higher degree.
So what it boils down to is 'If you can't do the time, don't do the crime'. Severe Punishment usually equals decreased crime rate.
