Actually, presidential ordinances are suppose to expire after 120 days unless approved by the Parliament. Since, NRO was never approved by the Parliament in mandatory 120 days its now a dead law, but the problem is that once on the books these laws are treated as defacto or "in practice" laws. BTW, Zia's Hudud Ordinance were never approved by the Parliament & it was still in efoce until repealed by Protection of Women Act in 2005 I think.
