Well billions of Dollars given to Pakistan were never meant to boost Pakistan's "foreign reserves" or money to be used for paying loans, that money was more like "reimbursement" for expenses inucrred by Pakistan supplying US armed forces with food and fuel. Besides when previous govt ended Pakistan had something like $16-17 billion in reserves which unfortunately evaporated due to loss of investor's confidence as well as politicial instability surrounding Musharraf's impeachment.
