Most commercial capitals contribute more then they receive..resource distribution is never based on revenue.

Also the comparison is flawed the Baloch can argue that they get virtually a fraction of ALL spending, but not so in karachi it does indirectly benefit from spending in the navy , state bank all karachi based. Which doesn't show in the figures cited.

Still I agree that Karachiites has suffered from a lack of investment in the 1969-1999 period and the misuse of laws like the quote system.
