I think not having their Pak players hurt some franchisees in IPL 2 - Raj Royals & Knight Riders come to mind here. So those franchisees might be more open to hiking the fees. Ultimately it is going to come down to negotiations - whether the players need IPL more or IPL needs the players more.
Personally, I think that the all players need to be paid based on their performances and standing in T20. And on that basis the Pak players deserve to be paid higher than what they are currently getting since they are the WC winners
