^It's guidance and order in the hindsight lest you (in general) violate that which is permitted and marry more than four and/or not treat them equally. Because the complete verse of Quran regarding that is, and i paraphrase:

Marry women of your choice, Two or three or four; but if ye fear that ye shall not be able to deal justly (with them), then only one, or (a captive) that your right hands possess, that will be more suitable, to prevent you from doing injustice. Surah An-Nisa

Now on the topic:
I believe:
It is an order for the believers.
It is a warning for those who have no faith or do not believe, and lack the rightful fear of God Almighty, hence the accounts of nations before and their fates.
It is a good tiding for all that gives hope, and a way to achieve the blessing of the Creator.
It's all inclusive (for me anyways).
