From what I gather Ilham is the trait of pious people who say things without knowing that they are actually addressing the concerns of the people who they address. Allah (SWT) puts in their words the answers to questions in the hearts of the people around them.
The Prophet(SAW) said:
"I am leaving you two things and you will never go astray as long as you cling to them -- they are the Book of Allah and my Sunnah." [Reported by Al- Haakim - Sahih].
