Wasn't sure where to post this where it would get the most exposure
Quran Explorer
Electronic Quran complete with meanings & with sound. Click on the Play button at the bottom left corner of the page to hear the recitation of the Suras along with the translation in your preferred language.
You can access any chapter & any Sura from the drop down menus.

Tanzil : Quran Navigator also has a very nice design. in fact they also has this "translation on mouse over"
