Quota System: For hiring and admission, decision is made based on Race , Ethnicity & Gender . It is used to avoid discrimination against women and minority groups.

Merit System: For hiring and admission, decision is made based on a persons Ability, Education, Experience, and Job performance .


In Pakistan Quota system is very much enforced for government jobs and admission in public educational institutions i.e. Medical schools & Engineering universities .

What is your opinion that which system is best for Pakistan ?

Namaan, this is a discussion question. You can't use a poll for this.
Quota is ok to have as long as it not enforced over 100% of the institution/department population. e.g. 20 % of the dept can be used for quota hiring the rest with merited candidates.

I agree with Tofibaba here Namaan. In these options, majority will pick "Merit" option. But it doesn't give due credit to quota system's importance in especial circumstances. Quota for displaced Pakistanis from FATA for example, would indeed mean alot. Similarly quoata for disabled persons in jobs and universities also have many advantages.

Quota system, where by quota system I mean allocations of quotas in addition to merit based places, like Tofi says.

In a country where the urban/rural divide is unbelievably high, it is very useful I think.

Xeno, Tofi I wana see people's choice . It has to be this way .


This is an interesting situation . So I think a mix of both systems is considered to be better . But do you guys really think so its applicable to any institution . Is it ok to give admission to a person in a medical school who does not deserve it ? Will you be fine to get operated by this person ? Or may be a Pilot who was not qualified to be a pilot, will you be fine to fly with him ?

What will be your rational for these sort of situations ?

Agree . But what about Pakistaniz who do not have equal opportunity in education and they cannot compete ? How they will get their share of representation in a govt. ?

Thing is if I was from Baluchistan or fata I could have gotten into say Q-i-A uni Islamabad. Which I did not
But still I say we had it easy. And those area need more attention. So let them.

nami they have to go through the training and exams before they can practice.
Quota/merit is choosing few deserving among many deserving ppl.


It is an extremely passive approach to the problem. But still.

It might come sooner than you think



The thing is both systems are flawed and in order to have a working system it should be uniformly applicable across all departments and scenarios. Having two entirely separate systems just makes room for bending the rules. You cannot have two opposite ways of doing something and then compare and say the since the result was same it works.

One must define both categories and an umbrella that covers minority , race , gender and merit since all are intertwined. Having a quota system for one section of society is saying one isn't good enough but needs to be squeezed into the system nonetheless.

A better system would be to award points to each category and decide who makes the mark by the number of points aggregated.
