if i were to buy 2 xbox360 games i'd buy
1) gta 4
2) street fighter 4
**note
these games are quite popular so i suggest u ask the guy first, cuz he might own those games already
also a gift card is the best idea IMO

If you're shopping for someone, I would first ask what kind of games he likes and what games does he already have. Otherwise, if I were to assume he hasn't bought any games, then for a gamer with taste similar to my own, I could personnally recommend the following games (in no particular order):
XBox 360:
Devil May Cry
Mass Effect
Lost Odyssey
Halo 3
Halo Wars
Blue Dragon
Tales of Vesperia
Gears of War2
PS3:
Ninja Gaiden Sigma 2
Valkyria Chronicles
Otherwise, gift cards are also good. You could also get any game and have a gift receipt with it, so that if he already has it or prefers something else, he can exchange it for something he would rather have. Another good option might be Microsoft points or PSN card if he likes to buy stuff from the consoles online marketplaces.

Is he into sports or sports games? For sports games;
Football: Madden Series, NCAA Football series.
Basketball: EA NBA series, NBA2K series
Hockey: EA NHL series, NHL2k series
Baseball: MLB series.
Golf: Tiger Woods series
Soccer: Fifa series.
Tennis: Grand Slam Tennis, Virtua Tennis.
I seriously recommend you go with a gift card or if you have to buy a game then make sure you get a gift receipt with it. Most of the games I've listed have yearly iterations. Some hardcore sports games fans will buy the new iterations every year. Other hardcore gamers wouldn't. If he's that much into it, it's very likely that he already has the latest iteration of the game he wants and if not, he'd be able to get his hands on it before you could.
Another thing that would sort of complicate it is that there are several competing brands out there. Sport game enthusiasts are usually loyal to one of the brands. So if it's supposed to be a surprise, then asking him about it would most likely give it away. If you know his XBox Live gamertag, then you could see the list of games he's played on the XBox 360 and deduce his brand loyalty from there.
If you're lucky, he might be maintaining a gaming wish list somewhere. My wife sometimes buys me gaming related gifts but i make it very easy by talking about what I want a long time in advance. So she'll tell me she's getting me such and such game, peripheral etc. so I don't go out and buy it myself.

OMG Valkyria Chronicles is good?! I saw it in Virgin yesterday for 99 dirhams and was about to get it but then decided against that. I should go get it coz 99 dirhams is CHEAP.

It's a strategy RPG. That's one of the games that I listed as a game that I would personally recommend to someone with similar gaming tastes to mine. If I were to get a PS3, that would be one of the first games I'd like to add to my collection.

I do recall him saying something about madden. Oh and yes, he likes both sports and sports video games. He's a big time hockey and football fan. So I guess i'll stick to those. I'm pretty sure he doesnt have the new ones though because he finished uni, got a job, and doesnt have the time to play games. Though i think he secretly wishes he did.
thanku!

Well then, Madden 10 is out already. NHL 10 comes out in about a week. Same for NHL2K10. Now your only challenge is to guess which console he'd prefer it on. This would mostly come down to if he plays online and if he's an XBox Live Gold member or not. If you knew his gamertag, you would be able to find that out without asking him directly.
