ISLAMABAD (November 21 2009): Pakistan on Friday expressed its serious concerns over the US Central Intelligence Agency's interference in the country's internal matters, including its covert support to some terrorists and the terrorist activities they carried out over the past few weeks or months and presented to the visiting CIA chief some proof in this regard.<br />
<br />
Sources said that during the meeting of CIA chief Leon E. Panetta, who is on an unannounced visit to Pakistan, Director General Inter-Services Intelligence (ISI) Lieutenant General Ahmed Shuja Pasha said that CIA officials were assisting the terrorist elements who were carrying out terror attacks on Pakistan and asked him to shun such practices.<br />
<br />
Sources said that ISI chief told him that Pakistani intelligence agencies had incriminating evidence about the CIA officials' involvement in providing assistance to perpetrators of some terrorist activities within Pakistan, which had negative impact on Pakistan's efforts towards war on terror.<br />
<br />
The sources said that ISI chief also told the CIA top official that Pakistan was fully committed to flushing out terrorists from Pakistani soil, adding that there is no reality about the presence of any &quot;Quetta Shura&quot; and the presence of al Qaeda or Taliban leadership as perceived by the US.<br />
<br />
Sources further said the CIA chief also met President Zardari. The President emphasised that US must fully share its Afghan policy with Pakistan and that his country's input should also be included in the new policy. It has also been learnt that the President also underlined that the US policy towards Afghanistan must take into account Pakistan's concerns relating to the possible surge of US and Isaf forces in Afghanistan, which may entail negative implications for the situation in Balochistan.<br />
<br />
The CIA chief also met Prime Minister Syed Yousuf Raza Gilani. The Prime Minister conveyed to the US that its new Afghan policy should not disturb the regional balance in South Asia. Gilani emphasised that the US must fully share the contours of its roadmap for Afghanistan and ensure incorporation of Pakistan's input in its new policy. In the meeting, the US Afghan policy review also came under discussion.<br />
<br />
He stressed that the new Afghan policy of US government should not disturb the regional balance in South Asia. Gilani said it was imperative to remove misgivings, build trust and seek to align the respective strategic concepts of both Pakistan and the US to steadfastly move forward in strategic partnership between the two countries.<br />
<br />
The Prime Minister stressed the need for close co-ordination between the intelligence agencies of both sides to effectively counter the prevalent misperceptions in the relationship. The Director of US Central Intelligence Agency assured the Prime Minister that the US was fully conscious of Pakistan's pivotal role in the war against terrorism and restoration of stability in Afghanistan.<br />
<br />
&quot;The US considers Pakistan a strategic partner with whom it wants to build a long-term and sustained relationship even beyond the co-operation in countering the militancy and extremism,&quot; he added. He agreed with the Prime Minister that operational functioning between the two militaries and intelligence agencies was the need of the hour against the threat of terrorism.</div>

One of the most wanted Taliban leaders in Pakistan has escaped to Afghanistan and is planning new attacks on Pakistani forces, he has told the BBC.</b><br />
<br />
Maulana Fazlullah founded the Swat Taliban to enforce a hardline version of Islamic law. <br />
<br />
The government at first accepted his demands, but later accused the militants of reneging on a peace deal and sent troops into the valley. <br />
<br />
Maulana Fazlullah was said by officials to have been wounded or killed in July. <br />
<br />
Threats<br />
<br />
<b>&quot;I have reached Afghanistan safely,&quot; Maulana Fazlullah told BBC Urdu.</b> <br />
<br />
&quot;We are soon going to launch full-fledged punitive raids against the army in Swat.&quot; <br />
<br />
<b>The voice was recognisably Maulana Fazlullah's - he has a very distinct way of pronouncing words. <br />
<br />
I have spoken to him on several occasions and met him twice. <br />
<br />
Maulana Fazlullah was calling from an Afghan number and sounded in good spirits when he called on Monday. </b><br />
<br />
He said that those claiming success for the Swat operation should try to prevent drone attacks and the US security firm Blackwater from operating in Pakistan. <br />
<br />
He issued a warning to the North West Frontier Province's information minister Mian Iftikhar Hussain. <br />
<br />
&quot;The authorities should beware, especially Mian Iftikhar Hussain, whose fate will be like that of Najibullah,&quot; he warned, referring to Dr Najibullah who was Afghan president before the Taliban hanged him in 1996 when they took Kabul. <br />
<br />
Talking about US President Barack Obama's Afghan policy, Maulana Fazlullah said there was no need for the US to send in more troops. <br />
<br />
&quot;Hundreds of thousands of Pakistani soldiers are already involved in furthering the US agenda in the region,&quot; he said. <br />
<br />
'Boost for militants'<br />
<br />
Maulana Fazlullah has been incommunicado for several months. <br />
<br />
During this time a number of reports had circulated about his death or capture by the military. <br />
<br />
These had gained credence after Pakistani authorities said he was fatally wounded in the army operation. <br />
<br />
The Taliban denied reports that he had been injured or was close to death. <br />
<br />
His return is likely to be a morale booster for the increasingly beleaguered Taliban in Pakistan. <br />
<br />
But it appears unlikely that his militants will be able to take the fight to the army, so soon after being soundly defeated in Swat. <br />
<br />
The Taliban are also on the run in their main stronghold in South Waziristan, where the Pakistani military recently launched a major offensive.<br />

Addressing a seminar on energising the Indian aviation sector, Barbora said playing politics over defence purchases impinged &#8220;very badly&#8221; on the country&#8217;s military requirements.<br />

He also expressed his dissatisfaction over India&#8217;s defence exports. &#8220;The internal politics over the years is such that whatever defence requirements are cleared by the government, they are opposed by the opposition parties and the same happens when roles change and opposition sits in government, &#8220; he said. app<br />

We see no end to this barbaric genocide of Pashtuns. <br />

Isn’t this the time that the NWFP government ask UN to intervene and deploy International security forces to protect our people from genocide and at the same time ask the Pak army and US forces to cease their activities on both side of Durand line and let the Pashtun live in peace like any other people.<br />

   WASHINGTON: Fearing that Taliban supremo Mullah Omar might be targeted by US drones, Pakistan's ISI has helped him to flee from the border town of Quetta to the mega port city of Karachi, where he has established a new Shura council. <br />
<br />
One-eyed leader of the Afghan Taliban recently found refuge from potential US attacks in Karachi with Pakistan's Inter Services Intelligence (ISI) assistance, the Washington Times claimed quoting US intelligence officials. <br />
<br />
&quot;Mullah Omar travelled to Karachi last month after the end of the Muslim holy month of Ramadan. He inaugurated a new senior leadership council in Karachi, a city that so far has escaped US and Pakistani counter-terrorism campaigns,&quot; the officials said. <br />
<br />
The paper said the ISI helped Mullah Omar move from Quetta, where they felt he was exposed to attacks by unmanned US drones. <br />
<br />
&quot;The development reinforces suspicions that the ISI, which helped create the Taliban in the 1990s to expand Pakistani influence in Afghanistan, is working against US interests in Afghanistan as the Obama administration prepares to send more US troops to fight there,&quot; the daily said. <br />
<br />
Bruce Riedel, a CIA veteran and analyst on al Qaeda and the Taliban, confirmed that Mullah Omar had been spotted in Karachi recently, the daily said. <br />
<br />
&quot;Some sources claim the ISI decided to move him further from the battlefield to keep him safe&quot; from US drone attacks, Riedel was quoted as saying. <br />
<br />
&quot;There are huge madrassas in Karachi where Mullah Omar could easily be kept,&quot; he said. <br />
<br />
Riedel noted that there had been few suicide bombings in Karachi, which he attributed to the Taliban and al Qaeda not wanting to &quot;foul their own nest&quot;. <br />
<br />
At the same time, the daily said so far there has been no indication that the top Al Qaeda leadership too had moved to Karachi. <br />
<br />
Osama bin Laden and his deputy Ayman al-Zawahri are still thought to be in the tribal region of Pakistan on Afghanistan's border, he said. <br />
<br />
However, the newspaper said according to intelligence officials, other mid-level al Qaeda operatives who facilitate the travel and training of foreign fighters have moved to the Karachi metropolitan area, which with 18 million people is Pakistan's most populous city. <br />
<br />
&quot;One reason, al Qaeda and Taliban leaders are relocating to Karachi is because they believe US drones do not strike there,&quot; a official was quoted as saying adding that it is a densely populated urban area.</div>

ISLAMABAD: Top leaders of the Muttahida Qaumi Movement, including its chief Altaf Hussain, Parliamentary Leader in the National Assembly Dr Farooq Sattar, Federal Minister Babar Ghauri, Sindh Minister Shoaib Bokhari and a number of former lawmakers, are among the beneficiaries of the National Reconciliation Ordinance, according to the list sent by the National Accountability Bureau to the government on Thursday.<br />
<br />
According to the list, eight cases were registered against Altaf Hussain in Mirpurkhas, Zaman Town, Kalakot, Brigade, Quaidabad and Nazimabad police stations between 1986 and 1995.<br />
<br />
One case was registered against Dr Farooq Sattar in 1992 in Korangi police station, while four in Quaidabad, Aziz Bhatti, Landhi and Korangi police stations in 1994.<br />
<br />
Six cases were registered against Shoaib Bokhari in Nazimabad, Orangi Town, Korangi, Mominabad and Zaman Town police stations.<br />
<br />
Five cases were registered against MNA Waseem Akhtar in Korangi, Quaidabad, Zaman Town and Aziz Bhatti police stations.<br />
<br />
The list included the names of Karachi’s deputy Nazim, Nasrin Jalil, former adviser to the Sindh chief minister S. Manzoor Hussain, former senator Ishtiaq Azhar, former convener of the MQM Rabita Committee Dr Imran Farooq and two members of the committee Saleem Shahzad and Tariq Javed.<br />
<br />
A former provincial minister, Qazi Khalid, who was appointed judge of the Sindh High Court on the recommendation of former chief justice Abdul Hameed Dogar, is also among the beneficiaries of NRO, according to the bureau.<br />
<br />
Former members of the Sindh Assembly Azhar Mian, Irshad Baig, Jawed Akhtar, Dr Sagheer Ahmed, M. Haroon Siddiqui, S. M. Mohiuddin, Abdul Qadir Lakhani, Mirza Afzal Baig, Suhail Saleem Mashahdi and Kamran Jaffery also benefited from the NRO, the list said. <br />
Ajmal Dehlvi is also on the list of beneficiaries. The names of certain people, including Ishtiaq Azhar and Khalid Murtaza, appeared on the list more than once. <br />
<br />
Khalid Murtaza was a leading trade unionist of the Pakistan Steel Mills. He was paralysed in alleged firing by Rangers in early 90s and is currently working in MQM’s Khidmat-i-Khalq Foundation.<br />
<br />
The names of former MNA Shaikh Liaquat Hussain, who passed away recently, former MPA Afzal Anwar, who expired some 4-5 years ago, and former MNA and member of the Rabita Committee Hassan Musanna Alvi, who died last year, are also on the list.<br />
<br />
Other NRO beneficiaries belonging to the MQM are former president of the Karachi Bar Association, Amin Lakhani, and Liaquatabad town nazim Usama Qadri, the NAB said.<br />
<br />
Rabita Committee member Kanwar Khalid Younus told Dawn that almost all cases against leaders and workers of the MQM were criminal in nature. He said it was easy to book one in a criminal case and FIRs were registered in one go.<br />
<br />
He said there were no cases of financial irregularity against the MQM leadership as one had to substantiate the charges with evidence.<br />
<br />
He said 94 criminal cases were registered against him and he contested all of them and got himself cleared. <br />
<br />
He said his party would fight any cases brought against its leaders by the government.</div>

RAWALPINDI: Banned Tehrik-e-Taliban Pakistan (TTP) have threatened the Rawalpindi Cantonment Board (RCB) and Chaklala Cantonment Board the (CCB) of contaminating water sources and reservoirs with poisonous material with the aim of pressurizing the Army to stop military operation in Waziristan.<br />
<br />
Official sources told The News that a letter threatening to contaminate water was faxed to the Directorate of Military Lands and Cantonments (ML&amp;C) here on Tuesday. The letter states that the TTP has procured 200 litres of poisonous material that would be used to contaminate water sources and reservoirs in the wards falling under RCB and CCB limits. However, the TTP in its letter has not intimated the time frame i.e. time and date of implementing the threat. Through the letter, the RCB and CCB officials (as well as obviously the government) have been threatened to stop the military operation in South Waziristan, sources claimed.<br />
<br />
The CEO of RCB and CCB have confirmed the report. Rafiq Adil Siddique, CEO of RCB, showed a photo copy of the letter sent to him by Directorate ML&amp;C which stated that effective security measures have been taken immediately after that. All the six wards have been divided into four zones headed by concerned engineers, supervisors, directors, tube-well operators and valve men. The tube-well operators and valve men have been issued special instructions to keep the doors of their offices closed and boundary walls of the tube-well sections are being raised.<br />

   PESHAWAR: At least 16 people have been killed and 25 wounded in a suicide attack near main gate of judicial complex at Khyber Road here.<br />
<br />
DMS Lady Reading Hospital Dr. Sa’ab Gul, while talking to Geo News, has confirmed the killing of 16 persons. Five injured reported in a critical state. <br />
<br />
<b>According to police source, the blast occurred in front of main gate of judicial complex when a suspected person was asked for body search so he blew him up.</b> <br />
<br />
Khyber Road has been closed for traffic after the blast as rescue teams reached at the scene. Police have cordoned off the area.<br />
<br />
DCO Peshawar has ascertained the number of deaths as 10 while 12, according to him, were injured who had been admitted to Lady Reading Hospital, media reports quoted him as saying.</div>

<b>QUETTA</b>: <b><font color="Blue">Punjab Chief Minister Shahbaz Sharif on Wednesday said India was supporting terror in Balochistan and the government had concrete evidence that New Delhi was involved in destabilising the province and Waziristan Agency.<br />
<br />
Shahbaz asked India to behave like a “good neighbour” for greater regional peace and stability.</font></b> <br />
<br />
Addressing a press conference with Balochistan Chief Minister Aslam Raisani at <b><font color="blue">the Chief Minister’s Secretariat, Shahbaz accused India of meddling in Balochistan via Afghanistan. “India is playing a heinous role in Balochistan and Waziristan. And yet India keeps shedding crocodile tears in front of the international community by presenting itself as a victim of terrorism. We have extended all possible support to India in fighting terrorism on its soil, but it’s very unfortunate that in return New Delhi is bent upon stirring turmoil in Balochistan to disintegrate Pakistan,”</font></b> he added.<br />
<br />
Shahbaz said India should recognise the fact that it was impossible to get rid of one’s neighbour, therefore, India should stop creating problems that make it difficult for the two countries to coexist peacefully.<br />
<br />
“Pakistan seeks friendly ties with all countries of the world, including India and the US,” Shahbaz said. The Punjab chief minister said the government should initiate a broad-based dialogue with all stakeholders in Balochistan. <br />

      KARACHI: Minister for Overseas Pakistanis and Parliamentary leader of the MQM Dr Farooq Sattar said Awami National Party (ANP) put up a proposal to change the name of Pakistan, which the MQM has supported.<br />
<br />
He said the ANP gave this proposals to the Committee for Constitutional Reforms that Pakistan’s name be changed from <b>Islamic Republic of Pakistan</b> to <b>People’s Republic of Pakistan</b>.<br />
<br />
Farooq Sattar also hoped that the Committee on Constitutional Reforms will give good news at the commencement of new year.<br />
<br />
He said the proposal was tabled that Gilgit-Baltistan should be given a status of fifth province and it should have representation in NFC Award. <br />

You all would have noticed by now that the drone attacks in the Pak army controlled area have been drastically reduced or have been totally stopped. <br />
<br />
Why it is so?<br />
<br />
Because now the parts under Pak army are finally and truly our sovereign areas. Before Pak army established control, those areas were lawless places where primitive tribals from Arab lands and their local lackeys roamed and terrorized the locals and the country. <br />
<br />
We should learn from this, and expand the writ of our state to all of the FATA area and other no man lands in other parts of the country. <br />
<br />
I hate to see the use of Pak army within its borders, however in the crisis situation due to Islamist invasion, ordinary police cannot stop the Mulhas and other criminals. Thus making the use of Pak army as a necessary step. <br />
<br />
As long as we control our territory, no drone attacks will occur unless the army itself conducts and allows these ops. <br />
<br />
It is also time to end the draconian laws called FCR. <br />
<br />
It is time to change the political status of FATA. The agencies should be under the control of Peshawar government. And if FATAns want, we should given them the option of establishing their own province. Whatever the outcome, we must get them out of 1000 years politically primitive and tree dwelling tribal life.</div>
