Wet your hair and comb in this style. I mean use movements of your brush and hands to give your hair this look. Pull them up first to make them look fluffy, then down. Use strong gel and hair spray to make it stay.

more on the top and less on the sides. you have to if you want it to stay. yeah you have to blowdry first to give the roots a lift

you will have to make a metal frame from scratch to keep the hair up
I strongly suggest metals that generally have good electrical and thermal conductivity and metals that have high strength, high stiffness, and have good ductility.
You could try an alloy of iron, nickel, and chromium

And it would look nice if you were living in the 60's. Or if you were on a cat-walk
But i real life, not really Oh yes, I hope you know the girl has reinforced steel bars in her neck to support the extra weight

I used to do that to my hair back in Highschool.

The trick is in the blow drying
You have to have those huge round brushes.

A bit of backcoming/teasing.

It wont stay like that high, but you'll acheive the effect.

wash and blow dry with product

when blow drying lift the hair away from roots - this is the only way you will create a lift and for your hair to look big.
