Products for oily/acne prone skin are usually very drying..just follow-up with a good water-based moisturizer. I love Nivea they have mild cleansing products.. and so does Oil of Olay.
Yoghurt calms the skin and fights bacteria too..her skin could be very sensitive. Ask her to splash it with rosewater (chilled) several times a day.
I've put rosewater in a spray bottle and placed it in the fridge..and use it often.

Kinzz,
Chaiyan are basically dark areas on the skin (hyperpigmentation). Your mom should consult a dermatologist about this. A derm can prescribe a cream containing hydroquinone which is used to lighten/fade out dark spots. And it will work. It's best to get it from the derm because he can prescribe the appropriate strength of hydroquinione. Or he might even do chemical peel sessions using AHA (alpha hydroxy acids). Don't worry, it's a common problem among Asian women. And it can be cured
Hydroquinone and chemical peels and retin-A can make skin sensitive to the sun, so your mom should wear a good sunscreen 15-30 minutes prior to going out in the sun.

My mom used to have hyperpigmentation a looong time ago. Its also known as melasma. My sis and I also had it and it went away by getting creams prescribed by the derm that contain bleaching agents.
BUT make sure to wear the sunscreen with these products...otherwise it can cause the spots again.
Home made totkas and masks also have a bleaching effect BUT they are more mild....and that's why they take a longer time to work. The spots on your face are actually made of several layers of skin and they require a product with a stronger strength that penetrate the layers. It will go away, don't worry.

Like RV said.. the "chaiyan" are actually melasma.. Eldopaque Forte contains 4% HQ and has an in-built sunblock..and is tinted too! It's still best to consult a derm and get her skin assessed... so he/she may prescribe an HQ strength that would suit her skin.

^Graphic design,
If you want to lighten/fade out your freckles....it's the same concept. You need a cream containing hydorquinone that can penetrate your skin layers and fade out freckles. A dermatologist is the best person to get such a cream from.
Your derm might recommend hydroquinone (HQ), retin-A, chemical peels, or laser. All of these treatments make the skin more sensitive to the sun, so make sure to apply sunscreen on your face 15-30 minutes before going out in the sun.....to prevent hyperpigmentation.
