actually i m still confused between step cutting and layer cutting????
i think priyanka's hair cut in DOSTANA is layered cut.

as far as i know, this is not layer cutting/step cutting.. it's simple "lazer cut" search the google for layer and step cutting you'll find some pics there.

step cutting is the pretty much the same as 'layered'.
