I have the same problem!
And I have keep switching foundations and that doesn't seem to help..and I also have some acne... : (
so I am now using clinique foundation thats hypo allergenic and its pretty good but I don't think a routine can change the oilyness of the face...cause that's just what happens naturally (unfortunetly)
But there are things you can do throughout the day to help control the oil level:
- I have blotting cloths that i use, I powder my face every so often, there's this clinique product that's called a pore minimizer and it helps with T-zone shine contol...

Smashbox makes a primer that is really good for shine control.
They also make an oil absorbent powder that comes in a tube which is actually pretty good.
Blotting papers.
Use oil free moisturizers, gel ones are the best.

Skip the moisturizer for occassions if u're face is really oily..use a good mattifying balm/gel. A tea tree facewash/toner helps controlling oil.. use loose powder after u're foundation. Spritz water on u're face (when it shines) and blot it with tissue..and re-apply u're pressed powder.
Some days are a complete waste of make-up!

The body shop has a couple, I love Dr. Feel Good by Benefit though
Rosewater is great for oily skin..also using 'besan' once a day would help as well and so will multani mitti like Gulnar mentioned.

I also wouldn't do icing - I think that would probably cause oil production to if i'm not mistaken. I would also skip the moisturizer and instead use a sunblock lotion.

i also have this problem..but then i found the fixing powder and i use it ..it fixes the makeup and then be it humidity or sweat or oil..nothing comes over ur face.!
also himalaya herbals neem face pack is gr8 for oily skin..it makes the skin tight and oil-free for 3-4 days..its with me like this..so whenever there is some party i use it in advance like 2-3 days before and then on party day i use clinique foundation oil-free and after i finish with my makeup i put fixing powder and it helps with the unpleasant shine on the face
can someone suggest a good oil-free gel based moisturizer?
how to use rose water on oily skin before makeup?
how to use besan once a day? use it as a facewash or what?

Clarins have a couple oil-free moisturizers.
U can get rosewater in spray bottles in Pakistan, spray some on and wipe it off after a couple of minutes.
Mix a teaspoon of besan with 1/2 tsp of lemon juice and 1/2 tsp of yoghurt..leave it on for 20 mins and scrub it off.
