Comments option I have , but Blogs of Myself I cannot Make.

am I eligible for that ?
If not what is Eligibility creteria ?

Moderation Services are asked to who to perform , do some one needs some special qualification etc.?

As for moderation services, mods are slected based on their participation in forums. Keep contributing and you never know one day you may also be selected as mod.
