At what time of day is it best to do cardio/aerobic workouts? When do you do it? What do you feel is most effective?
How do you optimize these workouts?

I find that midday is good for me when I go to gym. I have a big breakfast in the morning and wait a couple of hours and then hit the gym. Sometimes I go in the evening but I notice a slight drop in performance as my body is not as fresh as it is in the mornings.
Having said all of that you should go whenever you feel comfortable. Its only when you hit a peak that you need to find new ways to push yourself harder. Jogs I normally go for late evening when its nice and cool and there aren't too many people about.
The victories of men depend on their ability to signal their intention, impose their will and act with alarming speed in the battlefield.

for me i think it is after work...between 5 and 6. If I go too early, like in the morning then I am too tired whole day. If I go too late at night like around 8 or 9, few hours after dinner, then I cannot sleep as your body is too tired with aches and needs time to adjusts before you can sleep. I guess best time is late afternnoon/evening.

^ Same here. I go at 5 p.m. I take all the anger/frustration/stress out in the gym, in a positive way though by working out and not breaking things or hurting myself, and then I have about 3-4 hours to relax and then I can sleep good.

Early in the morning.. around 7-ish.. not too hot at that time.. or sometimes late evening.. cool temperature at that time as well  , thats for jogging, bicycling, when I nothing to do, don't really care much what time I go, but usually prefer it in evening just so the sun doesn't beat down on me, but nevertheless, the rush of air is always in your face.. so its all sweet. 
One step at a time, there's no need to rush...

The best time is in the morning but since we all love our sleep too much, I'd stay the evening works out too!

lunch hour at work...around 1-2. Thats when I start to get bored at work and need a break....
