latin for pepper ... I believe
so C. annum = bell peper, jalapeno etc...
C. baccatum = cayenne pepper

On a desi recipe site, they were saying capsicum....couldn't they say green bell pepper or shimla mirch?!

No, you can't call capsicum "green" bell pepper because it comes in at least four colors: green, yellow, orange, and red
