Islamically it applies more to Girls because:
Because they are the weaker and more vulnerbale sex to be able to look after themself alone.
And because Islamically it is more a mans duty to face and deal with the outside world to win the bread for his family.

My dad usually got "crappy statements" from other people because he gave me and sister too much independence.
His usual response was that -
"In life - they need to deal with men as their employers, husbands, sons and co workers. They need to learn how to how to deal with them now."
It really helped to get out of "Oh my gawd, a boy a boy, *swoon *swoon" syndrome pretty early in life.
A positive attitude may not solve all your problems, but it will annoy enough people to make it worth the effort.

I too Agree that in the modern world, women also need to be more independant, and i certanly do not advocate a not pursueing a full education or profession.
However as Muslims we must respect our relgious boundaris aswell, whcih are set merely for our own benefits.
Going to Mixed Colleg Or University itself is not an wrong thing.
However, one does not need to go to a foreign far away location if they can get the same at thier home location.
If A Girl has to go to foreign location for education, then its strongly recomended she does so when she is mature and accompanied by someone, or atleast has relatives or family there to look after or support her once she gets there.
