      Mariam Nawaz's Illegal Migration to King Edward

      PML-N leader Nawaz Sharif has asked Chief Justice of Pakistan Abdul Hameed Dogar to resign as part of the propaganda campaign in a section of the press alleging that Chief Justice’s daughter Farah Hameed Dogar received special favour in F Sc examination from the Federal Board, which facilitated her admission in the International Islamic Medical College.

      This is despite the fact that Mr. Sharif’s own daughter, Mariam Nawaz, was awarded a special favour coincidentally also with regard to admission in a medical college, which, in her case, happens to be a public sector institution. Weekly Pulse investigations reveal that Mariam Nawaz scored 580 marks out of 850 marks in the Matric exam with a B Grade and 765 marks out of 1000 marks in F Sc (Pre-Medical) with a B Grade. These marks were too low to get admission in any public sector medical college in Punjab in 1991, which Mr Sharif was the Prime Minister and the PML-N had a government in Punjab. Mariam Nawaz was interested in getting admission in the King Edwards Medical College, Lahore, which is Pakistan’s leading medical college and, therefore, the most competitive in admission merit. The admissions in medical colleges were granted on All-Punjab basis, with the lowest merit being 803 marks in the F Sc (pre-Medical), at the Quaid-i-Azam Medical College, Bahawalpur. Obviously, the merit at the King Edwardss Medical College was far higher.

      Mariam Nawaz was admitted to the Army Medical College, Rawalpindi, in 1991. However, within a short time of one month or so, Mariam Nawaz was migrated to King Edwards Medical College in violation of the Migration Policy. As per the rules mentioned in the Prospects of the Government Medical Colleges in the Punjab for Session 1991-92 regarding Migration, such migration shall be allowed only after the student has cleared the First Professional Examination.”

      In detail, the said Migration rule for “a student who has been admitted in one medical college of the Province” and wants to migrate to another college within the province during the same course,” sets three conditions, two of which pertain to the father/guardian of the student either dying or transferred to another city being a government servant.

      The rule says that migration should be discouraged under normal circumstances and the respective principals must agree before it takes place. The third rule that applies to Mariam Nawaz’s case, but was violated, states the following: “The migration can be allowed on compassionate grounds if both the principals agree. Such migration shall be allowed only after the student has cleared first, Professional Examination. The clause shall not be applicable to those admitted against Divisional, Under-Developed Seats.” Since Mariam Nawaz was not admitted under such reserved seats, the above-mentioned clause duly applied to her case. Without appearing in the first Professional Examination, she was migrated from Army Medical College to King Edwards Medical College. She did not appear in the first Professional Examination even at King Edwards Medical College, and left the college before that.

      Now those behind the mischievous campaign against Chief Justice Dogar’s daughter seem to imply that by using an “illegal” favour, she deprived another candidate of the right to get admission in the International Islamic Medical College, which, unlike King Edwards Medical College, is a private sector institution. If the same criteria is applied to Mariam Nawaz’s case, then she deprived not just one but two candidates competing for admission in public sector medical colleges in 1991. If this was not enough, Pulse investigations reveal that one professor at King Edwards Medical College, Dr Shahnaz Javed of Physiology Department was transferred from the college for not allowing an illegal increase in her attendance percentage to meet her attendance shortage for lectures in that subject.

      This magazine has further learnt that, in 1998, Mariam Nawaz again applied to the Principal of King Edwards Medical College to obtain admission in MBBS but was able to obtain admission in the Fatima Jinnah Medical College, Lahore. The request was approved by the Admission Committee of the College. Despite that, Mariam Nawaz did not join, thereby depriving a third candidate of the right to be admitted in a public sector medical college.

      As against Mariam Nawaz, the current chief justice’s daughter is being targeted for seeking a favour, which, as she explained in a recent press statement, was no favour as such. Farah Hameed Dogar was just one of the 1093 applicants who applied for re-checking of their answer sheets after the Federal Bureau of Intermediate and Secondary Education declared the results for 2008.

      According to her statement, she was among the 201 students for whom the broad issued revised mark sheets in accordance with rules and regulations, and that she applied for admission only in three private medical colleges which admit students on self-finance basis. She got admission in the International Islamic Medical College wherein 50 seats are filled on merit and another 50 are reserved for children of overseas Pakistanis. The college has one seat reserved for Al-Mizan Foundation, a welfare body for retired judges. This seat is rotated every year among the four provinces and in 2008 it was reserved for Sindh. That is how Farah Hameed Dogar was able to get admission at the International Islamic Medical College.

      Compare this issue, which is pending hearing in the Islamabad High Court, with the mockery of justice done in the case of Mariam Nawaz, who was able to enter Pakistan’s best public sector medical college, the King Edwards with just 767 out of 1000 marks in F Sc (Pre-Medical) in 1991, despite the fact that the lowest admission merit that year was 803 out of 1000 marks in the F Sc (pre-Medical) at the Quaid-i-Azam Medical College, Bahawalpur. 17 years have passed since rules were violated to facilitate the illegal migration of Mariam Nawaz from Army Medical College, Rawalpindi, to King Edwards Medical College, Lahore, depriving two legitimate candidates of admission in public sector medical colleges of the Punjab. A decade has passed since Mariam Nawaz deprived yet another legitimate candidate of admission in the public sector medical college. Yet Mian Nawaz Sharif has not apologized even once from the nation for this mockery of justice that took place first during his first stint in power at the Centre and in the Province and second time in his second stint in power at both places.

      The controversy ignited by the issue of additional examination marks acquired by Farah Dogar, the daughter of Chief Justice Abdul Hamid Dogar, seems to be enwrapping others as well. A pamphlet circulated in the National Assembly says Maryum Nawaz, the daughter of Mian Nawaz Sharif, was able to obtain admission at a leading medical college in Lahore in 1992, after influence was used to arrange a migration from Rawalpindi. Ms Nawaz lacked the grades required to get into the more prestigious institution on merit. The story that circulated at the time spoke also of an unwilling principal who was transferred to pave the way for the privileged daughter. There is also talk of how Maryum Nawaz was re-admitted to the same college in 1998, during the second tenure of her father as prime minister, presumably as she failed to graduate successfully the first time round. The PML-N has denied the allegations made in the pamphlet. The PPP has denied any role in circulating it. But nonetheless, it is clear the acrimony between the two major political parties in the country is rising. This could have damaging manifestations in the days ahead. There is a reminder in the whole affair of the ugly, personalized politics that marred democratic rule through the 1980s. The post-February hopes of a new order of civilized cooperation are fading fast.

      The issue of the two different daughters, who both benefited from the position their fathers occupied and their readiness to misuse power, is also a telling reminder of the way our society is structured. Nepotism and abuse of power are now a way of life. Few of us think twice about resorting to it. Our leaders, quite evidently, never hesitate at all. The latest disclosures are embarrassing for Mian Nawaz Sharif. They act to remove him from his pedestal and provide a reminder that we lack leaders capable of acting with integrity themselves but quick to point fingers at others who do so. This is our tragedy. It is one reason why we are unable to rise above the mundane when it comes to politics and why so much energy is consumed on unproductive issues that can in no way help the country to move towards the stability it so desperately needs in order to enable citizens, most of whom can of course never even dream of a place in medical college, to improve their lives

      Mumtaaz Hassan was terminated on the very first day when new Punjab Government took its office in April,2008 when Shahbaz Sharif ordered the termination of 3000+ all government officals which were on Extension of 1 , 2 or 3 years like Pervez Illahi used to give Extensions to his blue-eyed.

      May be NS did some hanky panky in this case but it was Mutual Transfer of a student from KEMC to AMC and vice versa.But why this issue was brought after 18 years just because Ansaar Abbasi unfolded CJ daughter case and in revenge PPP is now bringing Maryam in the politics.

      BTW , 60% of KEMC and other medical colleges graduates run from Pakistan to US/UK . They would have stayed here to serve but they need 12K+ per month which they cant get into Pakistan so who cares about these runners and traitors .

      Well, what is wrong is wrong regardless of who is involved. If NS used his influence to get his daughter in med school, than what moral authority does he has to criticize another crook?

      When i started thread of Farah Dogar case , i already said that i dont consider it a big issue neither i ever considered CJ Iftikhar son case as a big issue and Ansar Abbasi this time over-sensationalized the news,its common in Pakistan to increase number in exams ,practicals even toppers do that to snatch gold/silver medals.

      Its sad that our sisters /daughters are being draged intojust for political affairs

      ^^^ why dont you consider its a big issue, even its common in your views, anything common that is not good should be condemned and deplored publicly like the Ganga was doing it without looking into his own "gariban"

      getting maryam from one college to another, i dont think she was even eligible to get into AMC, and AMC doesnt come under punjab govt medical colleges and doesnt have such migration links. migration only happens from a higher colelge to lower merit colleges and lower to higher only when a person come on late merit list cause some people vacating.

      she got hooked to his ADC from Army at the time, and after he got married to his daughter, Capt. Safdar was moved from Army to CSS group without any competition exams. well he was fired when BB got back in He is now a politician too

      almost anyone in power try to use it to get new post, a better posts for relatives, moving kids to good schools without any merits.

      they way he conducts himself about this issue is really pathetic "chief justice ki beti key 21 numbers bara diya, kabi kissi ne ghareeb ki beti key number baraye? jo aik aik number ki waja se ghar pe bethi hein"....

      like he was saying number barana is good thing and ghareebon ke bee numbar baranay chaien lunatic didnt remember his own deed and deeds of all the politicians.

      You are talking about top politicians??? There are incidents involving measly professors in medical colleges doing favors for their relatives or friend's friend's son/daughter.

      These politicians/generals/bureaucrats are Pakistanis like us. As much corrupt as we are. Some of us just do not get the opportunity.

      Since Mr Shahbaz Sharif has become CM of the Punjab, yes, some raashi log have indeed been sacked, but not all still.

      The other person in the NS beti case who got the transfer, would have had no other option, except to be forced to get the admission to another med uni. Darya mein rehna aur magar mach sey bair?? Na baba na !!

      BTW, about 60% of KEMC and other med college grads are females anyhow. Coz they are better qualified than many other desi girls, they r being imported to foreign countries, so that they would study for MRCP/MRCS and pay the bills for their qabil honihar hubbies. Now not all of them I would say, but most of the ABCD and BBCD hubbies and their families, show fake qualifications to simple honest families in Pakistan, and only when the girls arrive to UK/USA, do they realize that the nice hubby is only a mechanic, not a Mechanical Engineer, oppose to what was the initial info given to girls' family. And that's what happens/has happened to many and many of the Pakistani Medical grads.

      The male med grads, many of them are still earning loads and loads in Pakistani suburbs. Those who have big hospitals privately owned and run by their fathers, are also well off. And those few who come abroad, nearly all of them have already got financially stable roots.

      Those Pakistanis who r abroad, are working very hard and invest money into their homeland and support their families back home, which is a very good act. I dont see anything bad to migrate out of country for earning the livinghood.

      He can set an example for everyone else at least by accepting his own fault and apologizing to nation. This will bring lot of credibility to his stand against Dogar, don't u think so?

      Forget about 'his' stand against Dogar, what is your stand against that puppet CJ? Must be a farishta cuz he was appointed by Maharaja Musharraf right? Just let your prejudices go now, if the CJ of the country uses illegal means to get his daughter into med school, he needs to be made an example of. p.s. you consider him the CJ, I dont.
