This is so sad.
Pakistani government should install CCTV Surveillance cameras all over so that the culprits
are caught before they strike.

CCTV doesn't help prevent strikes. Unless you are openly carrying explosives while a CCTV operator is watching the particular camera you are on, you won't be spotted as unusual.
The UK has the greatest number of CCTV cameras per person in the world and it didn't help stop the July 2005 bombings in London, despite the bombers being recorded on cameras across 1/3 of the whole country while they travelled to the attack.

Do they really think they'll get 70 virgins after committing such barbaric acts? How low can a man go?

I do not think this is the reason. Poor people are getting blackmailed or brain washed and paid to do this.

Yes. Absolutely. Have you heard the interviews of the "unsuccessful" suicide bombers? They have firm belief.

According to them, they instead are going "higher" after their perceived Shahadah and ultimate Jihad.
We must understand their reasons for committing suicides, then we'll figure out how to treat the disease. Just covering it up and getting angry will not help.
They are clearly infected with the religious virus. This virus infects and takes over the mind. Once the mind is infected, there is no way to cure it. Either it is to kill them, or getting ourselves killed. As death is their only "perceived" salvation.
