seems very america-centric, cant make much of it.

i dont know all that much about "public" conscience. seems to be a particular view of history, with a motive of remembering failure/moral crimes. nothing wrong with introspection i suppose but it does suppose that one is a sort of universal judge with a final verdict as pointed out by nietzche
