kutab Sitara AKA Pole star is a star which is aligned with Earth's axis of rotation, hence appear stationary on sky. It changes over longer period of time (Talking about hundreds & hundreds of years here).

Polaris (AKA North Star) is pole star for Northern direction and is visible from naked eye. Octantis is for the Sothern direction.

maybe I'm not reading quite right but does that mean that kutab sitara is NOT what is commonly referred to as the North Star?

Yes infact there are two of them. Polaris AKA North star is much brighter and is being used for navigation since old times. Over time it became synonyms for Qutab Sitara, which factually is not correct.
