When I was in LA, I really wanted to go to Compton just to check it out. I could have seen all the places where the Greats of 90's Rap came from, the schools they didn't attend, the parks where they caused mischief and the streets where they learned their life lessons. But, I didn't have time. Although if you are going to the airport you do see the exit and the airport itself is close to Inglewood.
Do some cities even have ghettos and bad areas? Don't equate poor areas with bad areas. Do Dubia, Abu Dhabi, Kuwait City have bad parts of town? Everyone is either rich there, or living in employee provided housing.

I think you have a few misconceptions about Middle Eastern cities. Firstly: Not everyone's rich here. It would be nice if that was the case, but there are a lot of people who are really struggling.
Secondly: Yes, you have bad areas in Dubai as well. Nothing compared to places like Compton or Harlem of course. But there is a certain regional segmentation within the city between the "haves", the "have less" and the "have-nots". And that shows in the way these areas look like.
The Golden Sands area in Bur Dubai has a quite bad reputation for example. The same applies to certain parts of Deira (Naif Road comes to mind). I personally try to avoid those areas as much as I can.

Well I am assuming the have-nots are foreigners right? I seriously doubt there are any locals who belong in this category. Doesn't police have good control over everything?

That's correct. Most of those "have-nots" or "have less" are Filipinos and South Asians. There are very few locals whom you could call "relatively poor", but those receive a lot of support from the government and therefore don't struggle that much.
Police does have good control and the crime rate in Dubai is very low despite the large growth in population in the recent years. Dubai is still considered to be one of the safest places in the Middle East and is also a lot safer than many American and European cities.
Having said that: It's not totally crime-free. Crimes do occur in Dubai as well and there are some areas where you have more than in others.
