in kuwait, ok... lemme give u some ideas.as i know what things can u get in kuwait,as i have lived there for 20 years...

got to some 100 fils wali shop, get some plastic plates and flowers, probably sunflowers(cloth made). cover the plates with golden wrapping papers, stick the flowers round the plate (on the circumference of the plate) and sprikle some glitter on the flowers (use glitter glue). place a bowl(covered with golden wrapping paper, and stick some gota or lace on the bowl)put mehendi in it,and sprinkle some glitter.place 3-4 candles arround the bowl (on the plate).
if u get small "matki" from there, that will b superb.

Tea lights (that float in water) are available at most drug/grocery/decor stores.

On my friends brother's wedding, we made a huge mehndi tray....First, we took wood and cut it in the shape of a huge flower with 6 petals...then, we decorated the outline with real red roses and then we hang yellow flowers all around the tray (like frills...they were quite long)...and inside we decorated it with small diyas and mehndi and roses....It was just beautiful and 6 girls carried it...each holding 1 petal!
I hope my explanation was clear...it was hard to describe...I wish I had a picture of it...

Here are some pics from a mehendi i went to:

The family got all the decor from pakistan but you can probably purchase the small diyas and candles and thalis at indian stores. The glass jars can be purchased anywhere...maybe u can find something interesting in places like the 99 cent store even.

you can try checking a crafts store as well, they usually have things you can put together nicely, sometimes even in bulk
