Gill may be a bit right - ISI always scheming to attack India. But in case of Bengaluru and Ahmedabad people are saying SIMI group behind it. Now ISI surely is helping SIMI and also other cells but the amount of knowledge about attacking constituency of top four leaders of BJP in Ahmedabad shows involvement of local tools.

One thing to be noted. Indin authorities this time are taking pain to explain to Hindus and Muslims why reacting with communal violence is simply playing into enemy hands.
