In an ominous reminder of the events that led up to the Iraqi invasion of Kuwait ten years ago, Iraq's leadership has again accused Kuwait of stealing Iraqi oil and threatened appropriate action. These same accusations and threats led to Iraq's invasion and annexation of Kuwait on 2nd August 1990.
Unlike 10 years ago this time the USA has clearly warned Saddam of the consequences of such an adventure . But even if Saddam's threats are mere bluff does it not show up thr failure of the USA in containing or overhrowing Saddam after 10 years? And how long can the USA insist on maintaining crippling sanctions against Iraq which has no effect on the Saddam leadership but led to the deaths of hundreds of thousands of Iraqi's?

The United States has again warned Saddam
Hussein that it will take action if Iraq gets
aggressive with its neighbours.
The US is taking steps to try to ensure that,
whatever Saddam Hussein's intentions are, he
does not misunderstand the American position.
Just before the Iraqi invasion of Kuwait, there was uncertainty about American policy and nobody in Washington wants a repetition of that.
Iraq may be tempted to do something in the
last few months of the Clinton Administration. So the Secretary of State, Mrs Albright, said that the United States would take action if necessary; and this warning has been repeated by the White House spokesman, Joe Lockhart.
He said it should be quite clear to Saddam
Hussein how deeply committed the US was to
its policy of containing his ability to threaten his neighbours and to rebuild his weapons of mass destruction - he should not miscalculate American resolve.
Mrs Albright spoke to the British Foreign
Secretary, Robin Cook, in New York earlier in
the week about possible steps and has also
been meeting Saudi officials.
The American concern has been prompted by
renewed Iraqi claims about its oil being stolen by Kuwait and by the Iraqi air force in renewing its challenges to the no-fly zones.
One such flight violated Saudi air space,
according to Western officials.
Iraq is also said to have fired a new air-to-air missile as part of an exercise.
